Captain Donnie Welch of the Hartsville Fire Department helps one of the residents open his gift at the Thad E. Saleeby Development Center. Each year both the Hartsville Police and Fire Departments distribute Christmas gifts to the residents at the center. Over 30 gifts were given this year.
