Hartsville’s Govan Appointed To State Insurance Board
(January 6, 2009) – Charles Govan has been appointed to the Property and Casualty (P&C) Board of Directors of the South Carolina School Boards Insurance Trust by the South Carolina School Boards Association. Govan, a member of the Darlington County Board of Education, will represent school boards and replaces Leni Patterson who resigned. The seven member P&C board, which governs the property and casualty program, is comprised of five school board members, a school superintendent and a school finance officer.
Govan brings a great deal of education experience with him to the P&C Board. He was elected to the Darlington County Board of Education in 2000 as a representative of the Hartsville community. He completed Level Six of the South Carolina School Board Association Boardmanship in 2004, the highest level of training that South Carolina offers school board members. He is a retired teacher from the Marlboro County School District. During his career, Govan has served as a classroom teacher, a probation counselor, a social worker, an investigator for the SC Alcohol Beverage Control Commission, and the director of Neighborhood Youth Corps. In 1999 he was the Time Warner Star Teacher of the Year.
He is also a member of the National Association of Social Workers, the South Carolina Association for the Advancement of Colored People (life member), the South Carolina Association of Social Workers, and the Alpha Beta Beta chapter of Omega Psi Phi Fraternity. He was the first African-American chair of the Darlington County Democratic Party, a State Treasurer of the South Carolina NAACP Youth Branches, and Past President of the Claflin College Alumni Association of Hartsville.
Govan is married to Carolyn McCoy Govan and is the proud father of three accomplished daughters: Michelle, Wanda, and Dione.
