Someone explain to me…

Why does this public access look like this? What can be done about it…My dad always takes his boat to this location to put in. I recently rode down there. It is terrible. The moss is overtaking the area. The pier is falling into the water. Who is responsible for the upkeep of this location?
according to the SCDNR this boat ramp is managed by the city of Hartsville. I spoke with someone from the SCDNR today and he informed me that I have spoken with the right person to get the problem fixed. Hopefully something will begin taking place soon.
